The Dawn of CCTV – VHS Tapes, Monochrome Images & Early Innovations


When we look at the crystal-clear 8 MegaPixel, AI-powered cameras of today, it’s hard to imagine just how far CCTV technology has progressed in a little over 30 years. At Jemcom CCTV, we’ve been there since the very beginning — from the grainy, flickering black-and-white images of the early 1990s right through to today’s intelligent, proactive systems.

This first blog in our new series takes you back to the Birth of Modern CCTV: The era of monochrome cameras, VHS tapes, and massive costs.



The Early 1990s – Monochrome CCTV & VHS Recorders


The very first CCTV systems available to UK businesses in the early ’90s were basic, expensive, and incredibly limited.

  • Camera Quality: Early analogue cameras produced extremely low-resolution images — and only in monochrome. Playback looked more like a silent Charlie Chaplin film than a security system. Faces were barely distinguishable, and important details were often lost.
  • Power Requirements: Each camera required its own 240V fused spur, a costly and time-consuming installation. Adding an extra camera often meant bringing in electricians and re-configuring wiring.
  • Recording Method: Footage was stored on VHS tapes with a maximum runtime of 3 hours. Once the tape ran out, someone had to manually rewind or replace it. In many cases, vital evidence was simply recorded over.
  • Playback Quality: Reviewing footage was clunky at best — you’d load a tape, fast forward, rewind and squint at the fuzzy, flickering image. For business owners relying on CCTV for evidence, it was far from reliable.


At this stage, CCTV was seen as a luxury security measure, reserved for banks, government buildings, MOD sites (where we cut our teeth) and larger businesses with deep pockets.



The Problem with Scaling Early CCTV


One of the biggest drawbacks of these early systems was scalability.

  • A second camera required an entirely separate recorder and a dedicated screen.
  • Each setup took up massive amounts of space (we remember walls full of CRT monitors) and increased costs dramatically.
  • Very few small businesses could justify the expense, which meant CCTV was more about prestige than practical protection.



The Game-Changer: Switchers & Multiplexers


As the ’90s progressed, small but important innovations began to change CCTV forever.

  • Switchers: These devices allowed more than one camera to be connected to the same recorder. Suddenly, businesses could run two or more cameras into a single system. It sounds simple now, but back then it was revolutionary.
  • Multiplexers: Soon after, multiplexers took this even further. With options for 4, 9 or even 16 camera live feeds, users could view multiple images on the same monitor — a giant leap forward. For the first time, businesses could monitor larger sites without buying mountains of extra equipment.


Even with these improvements though, recording was still done on 3-hour VHS tapes. This meant non-stop tape changes, missed footage, and a constant cycle of replacing worn-out cassettes.



The Arrival of Colour Cameras


Perhaps the most exciting development of the late ’90s was the introduction of Colour CCTV cameras.

During the daytime, colour made a world of difference: Staff uniforms could be identified, vehicles could be recognised by colour, and details were more easily spotted.

But there was a catch. At night, colour cameras were effectively blind. Without expensive white-light floodlights, the images were pitch black. This made night-time surveillance a costly and impractical challenge for many businesses.



The State of CCTV in the 1990s


By the end of the decade, CCTV had made some progress, but it was still:

  • Expensive – equipment and installation costs were enormous.
  • Limited – 3-hour & time-lapse video recordings and low-resolution footage restricted usefulness.
  • Inconvenient – stacks of VHS tapes, separate screens, and constant rewinding were daily frustrations.
  • Daytime-biased – colour cameras worked beautifully in daylight but were almost useless at night.


Looking back, these early systems were crude, but they laid the foundation for everything that was to follow. Without the struggles of VHS tapes and switchers, we may never have seen the rapid innovation that came next.
